It's a question people ask all the time. While I will post lots of calls from lots of places what you won't find very much are calls for artists that you have to pay to enter. Of course there are exceptions but I find that most of the time when a gallery for example has a $65 fee to enter five images it's more about the gallery making money than anything else. Now of course it's tough these days to survive and everyone is trying to make a buck but I find the established and reputable organizations out there don't charge a fee to apply for their grants.
By definition I will be leaving out a lot of stuff but I feel pretty strongly that you shouldn't have to pay to apply for, let alone attend, an artist in residency program.
