SUMMARY
Jackson Hole Community Pathways announces a request for qualifications for the design and fabrication of a series of creative, iconic, graphic signs for the existing sign posts marking the Town of Jackson Bike Network. Graphics will be designed to print on 12 x 18” standard street signs using 2-4 color process. Final artwork should be submitted as vector files.
The Pathways program is looking for an artist to design a series of 5-7 bold images that are easy to read from a distance or in motion. Graphics should identify safe practices, particular bike routes, unique features of the routes and promote educational messages sponsored by the Pathways department. School children, visitors and residents of all ages use the bike network and imagery should be easy to understand, family friendly and promote community values.
The artist agrees to allow Friends of Pathways use of the graphics in their advertising and on custom printed items for a limited time.

The award-winning Jackson Hole Community Pathways system has grown since 1995 to include more than 40 miles of separated, non-motorized paved pathways, and provides safe and comfortable opportunities for walking and bicycling transportation and recreation to the majority of the Jackson Hole region. The pathways system is administered by the Jackson Hole Community Pathways program, a joint Town of Jackson-Teton County governmental program. Friends of Pathways (FoP), the community non-profit advocate for non-motorized transportation and recreation serves as a partner with government agencies for construction support and ongoing stewardship of pathways and trails. FoP works with local government to create opportunities to enhance the Jackson Hole pathway system through funding assistance and community outreach.
  
ARTWORK LOCATION/CONTEXT - Description of the Town Bike Network
The Town of Jackson Bicycle Network project creates safe, inviting, and convenient bike routes through the Town of Jackson for residents, visitors, and riders of all ages and abilities. The system includes striping, signage, marked bike lanes, signed bicycle routes, and bicycle boulevards to facilitate safe cycling routes that provide connections to the Jackson/Teton County pathway system and in-town destinations.
The project grew out of the identified need for safe cycling facilities on Jackson town streets to facilitate utilitarian trips and achieve the 2012 Jackson/Teton County Comprehensive Plan goal of creating a safe, efficient, interconnected, multimodal transportation system. The 2007 Pathways Master Plan specifically calls for the development of a “Complete Streets” plan for the Town of Jackson to include pedestrian and bicycle network components.
The first phase of the Bicycle Network was implemented in 2013 and created 5.6 miles of striped bike lanes, routes, and boulevards that are identified by striped “sharrows,” or Shared Lane Markings, highly visible green colored bike boxes and bike lanes, and custom wayfinding signage. Additional segments are planned for 2014.

PROJECT GOALS
Art in transportation inspires individuals to undertake personal changes to their routines that will improve overall health, contribute to a livable community and help sustain the environment. The goals of the Education Icon Project include:
  • Provide education about proper and safe, shared network use.
  • Create a visual identity for the network
  • Highlight unique areas of the system.
  • Inspire and reward people for using alternative transportation.
  • Reflect community values of sustainability and transportation choice.

MEDIA/STYLE/SIZE
Artwork will be printed on durable, permanent, street sign material. Artwork should be bold, graphic images that easy to read from a distance or in motion. Images should be composed of 2-4 colors and designed to print in a simple 4-color process technique. 

ARTIST ELIGIBILITY
  • Artists must demonstrate prior experience designing simple graphic imagery.
  • Artist familiarity with printing process is helpful.
  • Artists living within the United States are invited to apply.
  • Local or regional artist may be given preference.
  • Artists who are cyclists and or have created bicycle related imagery are encouraged to apply.

SELECTION PROCESS
The Pathways Task Force will serve as the selection panel. Friends of Pathways reserves the right to alter the make-up of the selection panel or re-issue this RFQ and may recommend non-funding if they do not receive proposals that meet the goals of the project.
1. Submit Qualifications: Applicants will submit qualifications through the Western States Arts Federation website called CAFÉ.
2.  Identification of Finalist: One - three finalists will be identified based on the selection criteria listed below to receive a $300 honorarium to develop conceptual designs. Artist will enter into conceptual design contracts with Friends of Pathways.
3. Conceptual Designs: The Selection Panel will review concepts and select the artist who best meets the goals of the project. The artist will enter in a commission agreement with Friends of Pathways to create 5-7 original designs for the Town Bike Network.
4. Refine Conceptual Design: The artist will work with project stakeholders to refine designs in preparation for printing and should be prepared to incorporate stakeholder feedback into the designs.
5. Printing: The artist prepares all artwork to submit as vector files. Friends of Pathways and Teton County Pathways will identify the printer and will purchase signs outside the artist budget.

PROJECT BUDGET
The budget available for use is $4,500. The honorarium supports: design, including refinement of design based on stakeholder input, preparation of vector files, contract labor, insurance, final documentation and any incidental expenses. 

SELECTION CRITERIA
One finalist will be invited to submit conceptual designs based on their past experience and qualifications; and creativity in approaching the project, their ability to work with the project stakeholders and their capacity to evolve a significant and thoughtful solution. The Pathways Task Force will refer to the criteria listed below in the evaluation process .
  • Artistic merit, originality, and creativity as evidenced by prior artwork.
  • Professional experience delivering projects of similar scale, scope and budget.
  • Demonstrated ability to undertake the design, creation and file preparation within the timeline.
  • Demonstrated responsiveness and understanding of the goals specified in the RFQ.
  • Demonstrated ability to work with the project stakeholders to evolve a design that reflects Pathways educational messages in a simple graphic and appealing style.
  • Ability to design graphics that appeal to a diverse audience including: residents, visitors, all ages and non-English speakers.
Jackson Hole Public Art and Friends of Pathways reserve the right to accept or reject any or all proposals; to accept the proposal deemed to be in our best interest or to decide not to fund the project.

PROPOSAL REQUIREMENTS
Jackson Hole Public Art will use Western States Arts Federation CAFÉ site to manage this opportunity. There is no cost to register your profile and you can update it at anytime. To register, visit www.callforentry.org.  CAFÉ provides artists with an easy-to-use system to create a profile with contact information, to upload digital images of their artwork, and to apply to a number of open calls for entry at one time.
Please label your attachments with your name, followed by either: LOI, REF or Resume. Then label the file FoP for (Friends of pathways)

Letter of Interest: The letter should articulate the artist’s interest in this project in particular. The artist should describe how his/her work, process, and experience relates to this project. The artist should explain how they would create images that support the educational messages being promoted by the Pathways departments. Please limit the letter to 500 words or less. 
Resume: A two-page (maximum) current, professional resume. Artist teams  should submit resumes for each team member compiled into one document.
References: Please submit up to 3 current references. Check your contact’s information to make sure it is up to date. Please make sure you include the reference name, phone, alternate phone, email, title and one sentence describing your professional association.
Images of Work: Please provide a total of 6 images of previously created art that relates to this opportunity. Submit JPEG format, 1920 pixels maximum on the longest size, 72 dpi, and with compression settings resulting in the best image quality where the file size remains under 2MB.
Please note: due to the fact that we are working with a volunteer selection panel, we will limit the number of applications accepted through the CAFE website to the first 200 received. The exact number will be listed on the first page of the call description. This may result in the application process filling up before the announced deadline. CAFÉ does not notify artists as the available number of application spots fill up. If you are starting an application close to the submission deadline, we suggest you contact Carrie Geraci before you proceed to determine if the opportunity has reached capacity. We may elect to increase the posted number of submissions we accept.

February 13, 2014: Artists RFQ packages due.
February 15, 2014: Finalist announced.
March 15, 2014: First Round Conceptual Designs due.
April 15, 2014: Refined designs due.
April 30, 2014: Art goes to printer.
